how to identify weather a galaxy is expanding or not ????

  There is no way to tell from just a picture whether a galaxy is expanding or not.

  I'm not sure what you mean by a galaxy expanding/compressing ?

  Galaxies can merge or get disturbed by interaction with other galxies; This effect you can see if the galaxies look distorted.
