Is this Tidal debris?

that looks like some blue tidal debris, am I wrong?

Welcome PixlRocket. It might be a small starforming galaxy formed as a result of a collision. Most debris coalesces to form a galaxy. There are other blue debris type galaxies nearby, so you are probably correct.
