Is this a galaxy cluster with a gravitational lensed arc on the upper left side? (To make the image clearer, try opening it up in a photo editing software and changing the color levels, exposer, and contrast)

No.
It's an 'artificially redshifted' SDSS image; here's what the 'artificial redshifting' pipeline/app/software started with:
Did the software grab the wrong part of the image (should have got the nice blue galaxy in the center; instead picked the strange red blob with green-ish arc)?
Here's the strange blob+greenish arc, blown up, in DR10 (which is usually noticeably better):
