    what's the blue belt around the galaxy? is it the active star formation arm

    It's all part of the same galaxy; the emission is a combination of glowing stars, gas, and dust. It might look like a belt because the stars at the center are arranged in a denser bulge, compared to those at the edge which are in a thinner disk shape.
