Central bulge consists of bright ring with bright object inside.

Yes - the nucleus is extremely bright in this galaxy. It's also known as NGC 1094, and is a nearby and fairly well-known spiral. There's no radio or X-ray emission from the center, though, so it looks like the bright emission is genuinely all from stars.
