Is this a star cluster?

This galaxy is blue, and there are a handful of brighter objects within it. What is it?

Those are star-forming regions. The galaxy probably has a merger in its "recent" past. Here are images of clusters

There are objects apparently 4 maybe 5 objects embedded in the galaxy
