Is there any correlation between Active nuclei and intense star-forming nuclear rings?

There is a link between super-massive black holes and nuclear rings / nuclear bars, and that would be "resonance". There is a lot of information available on the internet and several papers published about it. I will post a few links at the bottom, to get you started, so you can read up on it in your own time.
Looking at the image on the left - I am not so sure this would be classed as a nuclear ring, I would go for inner ring myself. Nuclear rings can be difficult to see, as they are easily obscured by dust close to the galactic centre, or completely overwhelmed by the brightness of the galaxy itself (oversaturation). I will leave it up to one of the Scientists to elaborate further / correct me 😃
