Is the green dot part of the galaxy or a star that is in front of it?

The green dot looks like a foreground star, in our own galaxy. I don't think it's an SDSS artifact, because it appears in both POSS1 and POSS2 surveys (based on scanned photographic plates, taken with the Palomar Schmidt telescope/camera; for more on this, see this SDSS link). That it's in both those surveys would suggest that it's not a transient feature - such as a supernova - in the galaxy itself.
