There is only one nucleus so it must be a single galaxy. It appears to have two spiral arms, but they are so fuzzy that if it was a little more fuzzy, it would not be distinguishable as a spiral galaxy. I am not well informed about galaxy formation and I am unable to understand why this is so or at what stage of life this galaxy is.
