Those look like star-forming regions; the "pea" seems to have Wolf-Rayet features around 4686 A, indicating age of a few Myrs. Core and blobs have very different star-forming histories, based on continuum vs line intensity; the outer blobs may form and be replaced quickly as the bar rotates.
