Yes, it's definitely possible to have multiple knots of star formation along spiral arms or in a ring.

Could it be possible #lensing of an object (blue) by the galaxy centre of the galaxy in the middle?

The blue clumps are active star forming areas in this galaxy. No gravitational lensing here.
