can anyone identify this? Is it even a galaxy?
Too me it looks like there is a galaxy behind this blue ring with multiple bulgesPosted

Definitely a galaxy !
You could go for irregular or alternatively a very disturbed, barred spiral.
The blue clumps are star forming regions in this galaxy.
Gorgeous ! 😃Posted

the blue clumps are like star nursery's then?
Is there a reason why the bar is so out of the center?Posted

The galaxy is very disturbed, but even when zooming out I can't see an obvious suspect.
Could be the result of a fly-by !Posted

Could be disturbed.

I see the string of #blue_beads as foreground, with the disk galaxy behind; may or may not be merging or otherwise associated.
