Anyone with any ideas as to what is going on here?

Ringed galaxies are not, in fact, all that unusual. What's interesting is why they form, and how long a ring (or rings) like this can last ... some are thought to form naturally, as a spiral galaxy evolves on its own ("secular evolution" is the technical word); others likely form due to some kind of interaction with another galaxy.
