I have posted two images(PANSTARRS and DSS) of same galaxy which I have found when Surfing in MAST PORTAL (SOURCE) astronomy website. My question, Is this below galaxy is double ring type galaxy or something else. I recently read news that double ring type of galaxies are rare in visible universe. Need your comment.

It is a ringed galaxy. There were few known before Galaxy Zoo identified many more, so not so rare anymore. see 2.5 ringed galaxy (ring around a galaxy) and pseudo-ringed galaxy, created by resonance created by bars , nuclear rings https://talk.galaxyzoo.org/#/boards/BGZ0000001/discussions/DGZ0000wrb?page=2
It is hard to be certain without the co-ordinates to check up. It is best to include more information about an object.

It looks like a single ring.
It has been noticed once before http://www.galaxyzooforum.org/index.php?topic=90.msg48486#msg48486
This ringed galaxy is not described by Galaxy Zoo 2 data release, maybe because it is slightly too dim. So it wouldn't be recovered by a data search. I'll leave a tag here #ringed , and also #ring since people don't understand the difference. I'll put a link in the Index too.
