Looks like a voowerp looking cloud thing or galaxy I have zero knowledge to answer but definitely looks cool n want to know what it turns out to be

Nice blue ring. Blue colour looks starforming. I can't find any information, without going into NED, and the titles there don't look useful. Anyone want to look through them?
It is much closer than the 2 yellow galaxies, if the photoz is correct.
Usually a ring galaxy has another galaxy nearby which has removed the center of the galaxy. But I don't see another galaxy nearby.

Received 1999 November 30; accepted 2000 January 7Which was recently brought to our attention by mlpeck. But does indeed look like an interesting structure / (collisional-) ring galaxy-like.
