It's a star, in own Milky Way galaxy. The strange colors - normal and inverted - are due to saturation in at least one of the CCDs used to create this composite (i.e. color) image; the number of photons which hit the central few pixels in at least one of the CCDs in the DECaLS camera caused the 'well' to overflow with electrons ...
