  looks like a merger, but not enough info in NED, these far away galaxies are hard to tell...maybe a mod or scientist can tell

  NED doesn't have z-measurement data on the other galaxies so it could be overlap.

  I think the clumps are forming a spiral? Would be a text book image, but we are viewing it from nearly edge-on?
